Scope of this document. This document records measurement results and identifies the framework areas that those results are relevant to. It does not assess or assert compliance with any law, regulation, bulletin or framework, it does not state that any of them require this or any product, and it is not legal advice. Determining what any framework requires of this organization is a matter for its own counsel.

The instrument behind these figures. The item counts, the full scoring key, the banding rule, item review status and the properties not yet established are set out in AI Fluency Rubric: Instrument and Evidence, v0.3. These scores are not a credential and were not validated for use in selection, promotion, compensation or termination decisions.

1 Workforce coverage

What this records. Which registered people have been assessed, and when.

Registered people66
Assessed at least once65
Not yet assessed1
Coverage of registered people65 of 66 registered · 98.5%
Coverage of the workforceNot established. This organization has not recorded a total headcount that can be used as a denominator, so no share of the workforce is claimed here. Registration is the only population this document can count.

These figures are from Q3 2026, which ran from July 24, 2026 to July 31, 2026. They count the 65 people with a result in it, out of 66 registered when it closed. Anyone assessed after it closed is in a later round, not here.

Who has taken part is listed by name and department in the appendix, with the date each was last assessed. No individual’s results appear in this document: every figure is over a group of 5 or more.

Framework area this speaks to

EU AI Act, Article 4

AI literacy obligation for providers and deployers. Applies from 2 February 2025; national market surveillance from 2 August 2026. The Act sets no fine specific to Article 4; Member States set the penalties for breaches of the Act (Article 99(1)).

This area concerns what the Act calls the AI literacy of the people an organization has using AI systems. The coverage and AI Fluency results above describe that population and what was measured.

2 Governance competency

What this records. Measured Governance scores across the assessed population.

Governance, organization mean2.7 of 4
All five dimensions, mean2.6 of 4

Governance measures whether people keep AI use inside policy, privacy and risk boundaries. Scores are 1 to 4 and are the mean of each person’s most recent result.

Framework area this speaks to

NIST AI Risk Management Framework, Govern function

Voluntary framework.

The Govern function concerns workforce competency and accountability. The Governance dimension scores above are a measure of one competency within that area.

3 Training focus: a tie, for leadership to choose

What this records. Measured dimension means across the assessed population, and the training focus: the two dimensions furthest below Applied when any group is under level 3.

Awareness, mean2.8 of 4
Instruction, meantied for focus2.6 of 4
Verification, meantied for focus2.5 of 4
Governance, mean2.7 of 4
Integration, meantied for focus2.4 of 4

Instruction, Verification and Integration are tied below Applied across the assessed population, within 0.2 of each other, so this product does not pick the two to train. You choose. Two figures within 0.2 of each other, the smallest difference this product will report, are treated as tied and never separated by the order of a list.

Framework area this speaks to

US Department of Labor AI Literacy Framework, TEN 07-25

Issued February 2026. Explicitly voluntary guidance.

This area concerns what the framework calls AI literacy across a workforce. The dimension-level AI Fluency results above address it, including the ability to check AI output before relying on it.

A dash means the department’s results are withheld. Results are shown only for groups of five or more, to protect individual privacy. A department can also be withheld when showing it would let a smaller one be worked out from the totals. Withheld departments are included in the organization figures.

Framework area this speaks to

NAIC Model Bulletin on the Use of Artificial Intelligence Systems by Insurers

Concerns written AI Systems Program documentation. Adopted by 24 states as of March 2025.

This area concerns written documentation of an insurer's AI Systems Program. This document is a dated written record of one input to such a program: measured workforce AI Fluency.

5 Results by round

What this records. Each measurement round up to and including this one, oldest first, and the organization mean from each person's latest result within it.

RoundKindAssessed in roundMean of five
Q1 2026Illustrative532.3
Q2 2026Illustrative562.4
Q3 2026Illustrative652.6

Between Q2 2026 (illustrative) and Q3 2026 (illustrative) the mean of the five dimensions moved by +0.2. Both rounds have enough responses on the same version of the assessment to state a change. This is a difference between two measurements, not a finding about what caused it.

A dash means the round is under the privacy floor. Results are shown only for groups of five or more, to protect individual privacy. Kinds: Reconstructed is the round made from results taken before rounds existed; Illustrative is fabricated demonstration data; Test is internal test data.

Framework area this speaks to

Colorado Division of Insurance, Regulation 10-1-1

Compliance report due July 1, 2026 and annually thereafter.

This area concerns an annual reporting cadence. The round-over-round figures above are recorded on a repeating basis and are dated so an earlier state can be reconstructed.

Appendix: participation

65 people with a result in Q3 2026, under the department recorded on that result, and the date of it. The round is closed, so registered people without a result are counted (1) but not named. No results are listed for any person.
